Outcome of the Copenhagen summit on climate change

Mr. President, the negotiation has highlighted the failure of the Union strategy which sought to engage others in its wake by being the most virtuous. There was, in fact, a gulf between the rhetoric about a European Union is wanting world leader in the fight against climate change and the ability to drive Europe into final negotiations. It is especially necessary to implement the principle of reciprocity in our trade with third countries. Europe can no longer accept a situation where some imported products do not meet environmental constraints. The situation created by the failure of Copenhagen therefore creates uncertainty about the future rules of international operation in reducing carbon emissions, which is particularly damaging to our companies face large investments. This lack of visibility may also penalize the CO2 market, whose rise and operation require a clear and stable. Meanwhile, the United States and China are investing heavily in green technology to create the green jobs of tomorrow. Europe must not miss the process of innovation. It must support a genuine European industrial policy because there is the real challenge of the fight against climate change. These new technologies exist and we must accelerate their use in our policies for the benefit of all, particularly developing countries. That is the challenge for the European Union. She has the means to achieve this revolution, but let's be more pragmatic approach to the forthcoming change to the agreement reached in Copenhagen in something legally binding within a year in Mexico.
