President, I voted against the report Joly, though of course we all agree, I think, on one of the central tenets of the report, namely that we need a policy aimed at promoting the economic development of African countries themselves, so the brain drain can be prevented and the educated Africans are finally developing their own country can devote. I understand and support it. But why we call the same report you as stubbornly to a policy of emigration from the new countries and new African immigration in Europe? This encourages precisely the brain drain of the most skilled, the most dynamic, the most enterprising Africans. I keep saying that these "blue card" is disastrous for Europe and particularly harmful to Africa and for Africans. The so-called circular migration which one then last but not least speak is an illusion, because immigrants do not go home and we create a new breeding ground of illegality.
